These are recommended policy frameworks developed by State Guard Administration to help states establish and maintain effective, mission-ready State Defense Forces that strengthen public safety, disaster response, and homeland security.

Organization and Command
Structure of State Defense Forces

State Guard Administration Policy Directive 1001.01 establishes a recommended organizational and command framework for State Defense Forces operating under state authority pursuant to Title 32 U.S.C. § 109. The policy provides guidance on force structure, chains of command, staffing, and specialized capabilities to ensure clarity of authority, operational effectiveness, and interoperability with the National Guard and civil agencies. Its purpose is to assist states in creating, restructuring, or modernizing State Defense Forces capable of supporting disaster response, civil support, and state-level defense missions while preserving gubernatorial control and organizational independence.

Policy 1002.01

Wear and Appearance of State Defense Force Uniforms and Insignia

This policy provides recommended standards for the wear and appearance of State Defense Force / State Guard uniforms and insignia to ensure clear identification, professionalism, and public recognition. It outlines guidance for uniform standardization to prevent confusion with federal armed forces while preserving a consistent military appearance across states. The policy further recommends appropriate apparel, insignia, and markings that align with the domestic mission, public safety role, and legal status of State Defense Forces. Its purpose is to support uniformity, accountability, and public trust while allowing states flexibility within a common national framework.

Policy 1003.01

Training, Certification, and Mission Readiness of State Defense Forces

This policy establishes recommended training guidelines and mission readiness standards for State Defense Forces based on state-specific needs and authorized mission sets. It outlines core missions appropriate for most states while recognizing that certain capabilities, such as wildland firefighting, maritime operations, or cold-weather response, may be mission appropriate in some states but not others. The policy further identifies nationally recognized government and industry training curricula and certifications that State Defense Force personnel should obtain to ensure professionalism, safety, and interoperability. Its purpose is to promote mission-aligned training that enhances effectiveness without imposing a one-size-fits-all model.

Policy 1004.01

Recruitment and Personnel Qualification Standards for State Defense Forces

This policy provides recommended standards and best practices for recruiting, evaluating, and accessioning new applicants into State Defense Forces. It outlines effective recruiting methods and outreach campaigns while establishing screening processes designed to identify applicants who are legally, physically, and mentally qualified to serve. The policy recommends background investigations, criminal history reviews, social media screening, medical and mental health evaluations, and physical fitness standards and practices. Its objective is to ensure State Defense Forces recruit capable, reliable personnel who meet military service requirements and can uphold public confidence.
